Bank of England's cheap credit scheme to be extended -reports

LONDON (Reuters) - A scheme to get more credit flowing in Britain's stagnant economy will be expanded to include specialist lenders and will run for a year longer than planned, the Sunday Telegraph newspaper reported.

The Bank and the Treasury have been working on plans to extend the 80-billion-pound Funding for Lending (FLS) scheme, and the newspaper said an announcement could come as early as this week.

Chancellor George Osborne is under pressure to do more to foster growth after Britain lost its AAA credit rating - the top grade - from two agencies and the International Monetary Fund said the government should consider slowing the pace of its deficit-cutting programme.

The Financial Times reported on Sunday that Treasury officials hoped the introduction of a second stage of the FLS scheme might give the IMF reason not to criticize economic policy when it carries out an annual review next month.

Osborne said on Friday the government and the central bank would announce "fairly shortly" changes to the scheme, which provides banks and other lenders with cheap financing if they keep or raise lending to households and businesses.

The FLS was launched last year but so far it has not resulted in much more borrowing by small and medium-sized companies.

The Telegraph said the FLS, originally due to end in January next year, would be extended by a year to 2015.

The newspaper said the scope of the scheme would be expanded to include specialist institutions such as asset-based lenders, invoice finance houses and leasing firms in an attempt to ease the credit crunch still felt by small firms.

A Treasury spokesman declined to comment on plans to change the FLS beyond what Osborne had said on Friday.

Asset finance allows businesses to borrow against invoices and machinery.

Since coming to power in May 2010, the Conservative-Liberal Democrat coalition has introduced austerity measures to try and reduce a record peacetime deficit, but persistently weak growth has frustrated the government's economic plans.

Insight: Pakistan cleric tries hand at politics, striking fear in Shi'ites

JHANG, Pakistan (Reuters) - When Maulana Ahmed Ludhianvi greets supporters on the Pakistan election trail, he opens his pitch with the kind of promises to the poor that any other politician might make.

But behind the reassuring rhetoric lies what his opponents believe is a dangerous agenda - to gain a foothold in parliament and further his designs to oppress Pakistan's Shi'ite minority.

Ludhianvi, a radical Sunni cleric, is a hate figure for Shi'ites who accuse him of devoting his decades-long career to fomenting an escalating campaign of gun attacks and suicide bombings targeting their community.

The prospect that he might win a place in the political mainstream at the May 11 vote horrifies Shi'ites who fear his presence in parliament will give him a much stronger platform to strike out at the sect.

And it looks like Ludhianvi may have a better shot than at the last election in 2008 when he came second. His main rival has been barred from the race and a Reuters visit to his constituency of Jhang, in the heart of populous Punjab province, found no shortage of supporters.

"I cannot bring any change if I am sitting as a layman outside parliament," Ludhianvi, flanked by bodyguards, said in an interview. "If I get into parliament, everyone will be listening to what we want."

As he toured Jhang, which served as the cradle of sectarian extremist groups in the 1980s, people in one village after another emerged from their homes to shower him with rose petals.

"If I get into parliament, I will be able to save this entire country from bloodshed," said Ludhianvi, who wears a thick beard and an embroidered skull cap and projects a commanding presence.

The election is seen as a milestone for Pakistan's fragile democracy, marking the first time a civilian government has completed a full term in a country which a long history of military meddling in politics.

Western powers are hoping the polls might deliver a government capable of grappling with huge domestic challenges and helping the United States bring the Afghan Taliban to the negotiating table ahead of a NATO pullout in 2014.

Any triumph by Ludhianvi at the polls could be read as a sign that sectarianism - now seen as a top security threat - has made a troubling new in-road into the political sphere, which could further polarize the nuclear-armed country.

Ludhianvi was a leader of Sipah-e-Sahaba, a sectarian Sunni group which emerged in Jhang in the mid-1980s with the support of Pakistani intelligence and which has since been linked to hundreds of killings of Shi'ites.

The group's offshoot, Lashkar-e-Jhangvi (LeJ), evolved into one of Pakistan's most feared militant groups and has claimed responsibility for many attacks on Shi'ites, including a series of bombings that killed almost 200 people in the southwestern city of Quetta this year.

Police in Karachi, the commercial capital, suspect LeJ or similar groups are behind a wave of gun attacks on Shi'ites.

Pakistan banned Sipah-e-Sahaba in 2001 under pressure from the United States to crack down on militancy but the group changed its name to Ahle Sunnat Wal Jamat (ASWJ), which Ludhianvi heads.

Pakistan's sectarian fringe has long been plagued by divisions which make it hard to determine what role individual leaders play. But security officials see Ludhianvi as a member of a core group of ideologues whose anti-Shi'ite views have served as a source of inspiration for militants, though he denies any role in violence.

SUNNI-SHI'ITE DIVIDE

The military has in the past quietly supported Islamist politicians and parties in the interest of its own political agenda but it is not clear what stand the military-run security agencies that watch domestic politics are taking this time.

The army chief, General Ashfaq Kayani, has avoided the overt meddling in politics of many of his predecessors and repeatedly insisted the election must be free and fair.

The schism between Sunnis and Shi'ites developed after the Prophet Muhammad died in 632 when his followers could not agree on a successor.

Emotions over the issue have boiled in modern times and even pushed some countries to the brink of civil war. Pakistan is nowhere close to that, but security officials say groups like the LeJ and Sipah-e-Sahaba are stepping up their bloody campaign to persecute Shi'ites and are destabilizing the country.

These days, Ludhianvi is careful to portray himself as a man of peace and is waging a populist campaign to capitalize on resentment of Shi'ite landowners. Coming himself from a modest background, he has vowed to build schools, hospitals and roads.

"This is a tribal area which was ruled by a few rich people who used to treat the poor people like slaves," said Ludhianvi.

"There is no education system or schools for girls and boys. Nobody even tries to build schools or colleges."

But other senior members of his ASWJ party are more vocal about their desire to restrict the rights of Shi'ites.

Aurangzeb Farooqi, head of the party in Karachi, told Reuters in January that Shi'ites should be barred from holding important public office and their public religious activities should be restricted. Farooqi is also running for a seat in the national assembly.

In Jhang, Ludhianvi's blend of populism and sectarianism has earned him considerable grassroots appeal. He won 45,000 votes at the 2008 election, placing him second to Sheikh Waqas who won with 52,000 votes.

But Waqas has been barred from this election on the grounds that he had presented a fake education certificate, raising Ludhianvi's chances of victory.

Politicians are taking note. Rather than making alliances with big businessmen or going door-to-door for votes, aspiring office holders like Azad Ansari, who is in the wool industry, are rallying behind Ludhianvi.

Ansari once served in the secular PML-N but now hopes Ludhianvi can help him make a mark in politics.

"I will get more popular if I join him," Ansari said.

Such sentiment has fostered a perception that leaders of the PML-N party, which controls Punjab, have deliberately been soft on sectarian groups for fear of alienating potential voters.

These suspicions were compounded when Rana Sanaullah, Punjab's law minister and a PML-N stalwart, campaigned alongside Ludhianvi at a by-election rally in Jhang in 2010.

The spectacle of Ludhianvi reinventing himself sends chills through the Shi'ite community, which may make up to 20 percent of the population, though some estimates put the number lower.

"What can Ludhianvi do? He will do nothing but spread terrorism," said Raza Hussain, a resident of a Shi'ite neighborhood of Jhang.

Some fear that a victory for Ludhianvi and other hardliners at the polls will provide a veneer of political cover for violent sectarian extremists.

"This could be very dangerous," said Amir Rana, an expert on Pakistani militancy. "This would give all of their activities political legitimacy."

But some security officials argue that bringing leaders like Ludhianvi into conventional politics may be a way to weaken the sectarian threat by isolating the most violent elements.

Conscious of the need to project a respectable image, Ludhianvi is careful to avoid the kind of inflammatory rhetoric favored by many in his party.

But the presence of young men wearing headbands with the symbols of banned anti-Shi'ite groups, who hung on Ludhianvi's every word during his whistle-stop tour, keeps Shi'ites on edge.

"He has done nothing for Jhang except terrorism," said Sheikh Hussain, a businessman. "They should be stopped."

Employers must wait 3 years to come off OSHA's SVEP list ...

The federal Occupational Safety & Health Administration has issued a memorandum setting out criteria for removing employers from the Severe Violator Enforcement Pro??gram (SVEP), the government?s watch list of most dangerous workplaces.

The SVEP was designed to dedicate resources to inspecting those employers that OSHA considers ?recalcitrant??that is, those that have been issued willful, repeat or failure-to-abate citations.

According to the OSHA memo, employers ?may be removed from the SVEP after a period of three years from the date of final disposition of the SVEP inspection citation items.?

Final disposition can include:

  • Declining to contest a citation, which makes the citation final
  • An informal or formal settlement agreement
  • A final order from the Occu?pa?tional Safety & Health Review Commission
  • A final order from a U.S. Court of Appeals.

However, final disposition is no guarantee an employer will come off the SVEP list. The OSHA memo left the decision to remove an employer from the SVEP to the discretion of OSHA regional administrators. Re??moval is conditioned not only on the three-year ?waiting period? from the final disposition, but also on additional follow-up inspections and a review of OSHA safety data.

Note: The conditions suggest that the decision to remove an employer from the SVEP is up to the subjective judgment of each OSHA regional administrator.

The new SVEP removal criteria are much more stringent than under the predecessor Enhanced Enforcement Program (EEP). Now, employers must be diligent to ensure that they are removed from the SVEP list after three years.

Senator in tears meeting with Newtown parents

Meeting with Newtown families this afternoon, Sen. Joe Manchin, D-W.Va., told them, "I'm a parent and a grandfather, and I had to do something." He spoke slowly, pausing between words as he choked back tears. "I had to do something."

Mark Barden, the father of 7-year-old Daniel, handed the senator a tissue and placed his hand on his shoulder.

"Let's all share," the senator said, putting the box of tissues on the coffee table between them to the many takers among the families.

Earlier today the West Virginia Democrat had joined Republican Sen. Pat Toomey of Pennsylvania in a bipartisan compromise seeking to expand background checks for the sale of guns - both at gun shows and online.

Speaking to the families, Manchin said, "I can assure you we're protecting the rights of law-abiding gun owners, the same as we're trying to prevent lawbreakers and people who aren't mentally capable of having a gun, it does both." He added that he is not worried about how this will affect his NRA "A" rating. "I would ask my friends at the NRA - take our bill, put it online and let NRA members like myself vote on it. Let them vote and see where they would be. "

The families, who have been making the rounds on Capitol Hill this week, appeared responsive to the proposal.

"We would just like to say from the bottom of our hearts, thank you so much for your courage. It just means so much to us," Mark Barden said.

"We know there is not a panacea, we know that," David Wheeler, father to 6-year-old Ben said. "The courage that you and Senator Toomey have shown is encouraging, and for that we are so very grateful."

The senator was asked how the proposal with Toomey could prevent another school shooting like the one in Newtown. The senator spoke at length about the proposed Commission on Mass Violence, which is part of the agreement, which he hopes would bring experts together to come up with new ways to protect children in schools.

"We're going to hatch something that is going to be because of this horrible tragedy and in the pain, the unimaginable pain, that something is going to happen very good from the standpoint of hopefully preventing it," Manchin said.

Earlier in the day the families continued their second day lobbying legislators on Capitol Hill with a separate meeting with Sen. Pat Toomey, R-PA. They have also met with Sen. Kelly Ayotte, R-NH.; Sen. Richard Burr, R-NC.; Sen. Angus King, I-Maine.; Sen. John Cornyn, R-Texas; Sen. Coburn, R-Okla.; and Sen. Kay Hagan, D-N.C. Tomorrow the families will meet with Sen. Dick Durbin, D-Ill., and Sen. Mark Pryor, D-Ark., among others.

Bremerhaven/Germany, 9 April 2013. Reliable information on the depth and floor structure of the Southern Ocean has so far been available for only few coastal regions of the Antarctic. An international team of scientists under the leadership of the Alfred Wegener Institute, Helmholtz Centre for Polar and Marine Research, has for the first time succeeded in creating a digital map of the entire Antarctic seafloor. The International Bathymetric Chart of the Southern Ocean (IBCSO) for the first time shows the detailed topography of the seafloor for the entire area south of 60S. An article presented to the scientific world by IBCSO has now appeared online in the scientific journal Geophysical Research Letters. The IBCSO data grid and the corresponding Antarctic chart will soon be freely available in the internet and are intended to help scientists amongst others to better understand and predict sea currents, geological processes or the behaviour of marine life.

The new bathymetric chart of the Southern Ocean is an excellent example of what scientists can achieve if researchers from around the world work across borders. "For our IBCSO data grid, scientists from 15 countries and over 30 research institutions brought together their bathymetric data from nautical expeditions. We were ultimately able to work with a data set comprising some 4.2 billion individual values", explains IBCSO editor Jan Erik Arndt, bathymetric expert at the Alfred Wegener Institute in Bremerhaven.

Collecting bathymetric data, as with the German research vessel Polarstern with its multibeam echo sounding system, was nowhere near enough, however, to develop a useful, three-dimensional model of the seafloor: "The ocean south of the 60th parallel extends over an area of some 21 million square kilometres and is therefore around 60 times as large as the Federal Republic of Germany. Reliable bathymetric data have so far existed for only 17 per cent of this area. The largest data gaps, for example, are in the deep sea regions of the south Indian Ocean and the South Pacific and in areas which experience difficult sea ice conditions throughout the year in some places, such as in the Weddell Sea", says Jan Erik Arndt.

For this reason the mappers did not just take the trouble to digitize old Antarctic nautical charts and to convert satellite data. They also used a mathematical trick by interpolating the data set. "We treated every existing measurement point like a tent pole to a certain extent and arithmetically covered these poles with a tarpaulin. In this way we obtained approximate values about the height of the tarpaulin between the poles", explains the AWI specialist for data modeling.

This work was worth it: the IBCSO data grid has a resolution of 500 times 500 metres. This means that one data point reflects the depth of a sea area of 500 times 500 metres a feature that leads to impressive degree of detail.

Where older models only offer a glimpse of a mountain in the deep sea, IBCSO shows an elevation with sharp ridge crests and deep channels in the slopes. A formerly flat point at the bottom of the Riiser-Larsen Sea can now be identified as an offshoot, some 300 metres deep, of the underwater Ritscher Canyon which runs along a length of over 100 kilometres from the south west to the north. And not far away from today's shelf ice edge of the large Getz ice shelf the furrows are to be seen quite clearly which were ploughed into the seafloor by the ice tongue as it grew.

Using this degree of detail IBCSO is primarily intended to push ahead with research: "The depth data of the Southern Ocean are of great interest to polar researchers from many disciplines. The 3D data grids of the seafloor enable oceanographers to model currents and the movement of the deep Antarctic water which is of such great importance. Geologists are able to recognise the structures of geological processes more easily. Biologists may be able to better estimate the regions in which certain biological communities may emerge or whether, for example, seals dive to the bottom of the sea in a certain area in search of food", explains Jan Erik Arndt.

However, despite the elation about the new model and its chart, it should not be forgotten that more than 80 per cent of the area of the South Polar Sea is still unchartered. Jan Erik Arndt: "We hope that as our data grid becomes better known in the scientific world, other scientists will be more willing to provide us with their data of current and future depth measurements in the South Polar Sea. The chances are not bad. A few new research ice breakers are currently being built around the world and every one of them will presumably be equipped with a modern multibeam echo sounder in the same way as Polarstern."

Both the IBCSO data grid and a digital print template of the chart (dimensions: 100 centimetres times 120 centimetres) will be available for downloading to everyone soon on the project website at http://www.ibcso.org.

IBCSO is a project of the General Bathymetric Chart of the Oceans (GEBCO). It is supported by the Intergovernmental Oceanographic Commission (IOC) of UNESCO, the International Hydrographical Organisation (IHO), the Hydrographic Commission on Antarctica (HCA) and by the Scientific Committee on Antarctic Research (SCAR). The geodesy and bathymetry working group of the Alfred Wegener Institute coordinates the project and is responsible for the entire modelling work.

The chances are not bad. A few new research ice breakers are currently being built around the world and every one of them will presumably be equipped with a modern multibeam echo sounder in the same way as Polarstern."

Both the IBCSO data grid and a digital print template of the chart (dimensions: 100 centimetres times 120 centimetres) will be available for downloading to everyone soon on the project website at http://www.ibcso.org.

U.S. Air Force eyes mixed approach for next weather satellite

COLORADO SPRINGS, Colorado (Reuters) - The U.S. Air Force will likely opt for a mixed approach for a next-generation weather satellite that includes smaller spacecraft, according to top Air Force officials.

The Air Force plans to finish a review of possible approaches for the satellite early this summer following the collapse of the previous program due to technical and cost issues.

"It will be a much smaller satellite. We will press for that for lots of reasons," General William Shelton, commander of Air Force Space Command, told a space conference hosted by the Space Foundation on Tuesday. He underscored the need for more affordable satellites given expected declines in U.S. military spending.

Lieutenant General John Hyten, vice commander of Air Force Space Command, told reporters after a speech at a space and cyber conference on Monday that the analysis of alternatives was going "extremely well" and should be done in coming months.

The review followed the 2010 collapse of a multibillion-dollar weather satellite program known as National Polar-orbiting Operational Environmental Satellite System, or NPOESS, that was being built by Northrop Grumman Corp for the Air Force, NASA and the Commerce Department's National Oceanic and Atmospheric Administration.

The White House dismantled the NPOESS weather satellite program in 2010 after significant cost overruns and technical problems, arguing that it was far too complex to be efficient.

Northrop, Boeing Co, Lockheed Martin Corp, and smaller players like Harris Corp, Moog Inc, ITT Exelis Corp and Orbital Sciences Corp are keeping a close eye on how the Air Force decides to structure the follow-on weather satellite program.

With Pentagon spending due to decline from projected levels, many companies are exploring ways to meet the government's emerging need for a larger number of small satellites, and far fewer of the bigger and far more expensive satellites.

Hyten said the follow-on weather program would likely include a variety of options rather than relying on a single, highly complex and large-scale satellite packed full of a variety of different sensors as NPOESS had done.

The new approach, which Air Force officials call "disaggregation," is aimed at avoiding the problems that plagued NPOESS and nearly every major satellite program in recent years.

This approach could include partnerships with commercial satellite operators, hosted payloads on other satellites, pay-for-service contractors instead of procurement of satellites, and construction of smaller, less complex satellites that could be built and launched more quickly, and at lower cost.

The Air Force still has two more of the current weather satellites that were built by Lockheed, which recently upgraded the sensors on one of the two spacecraft, which is due to be launched over the next year. Lockheed is looking at possible additional upgrades before those satellites are launched.

Boeing on Monday announced it planned to build a family of smaller satellite prototypes that could be quickly and affordably manufactured and configured for specific missions.

It said one possible use might be the follow-on weather satellite program. The new line of Boeing Phantom Phoenix satellite ranges in size from 4 kilograms to 1,000 kilograms.

Moog has invested in PlanetIQ, a start-up company that aims to launch 12 small 75-kilogram satellites that would provide highly accurate and real-time temperature and other weather data. Instead of selling the satellites to the government, PlanetIQ plans to sell the data collected to the U.S. and other governments around the world.

ITT Exelis Chief Executive David Melcher told Reuters that his company, which builds payloads, or instruments, for a variety of satellites, including weather missions, was trying to position itself to participate in whatever follow-on weather satellite programs the Air Force decided to pursue.

Google Gears Up To Launch New Version Of Its Nexus 7 Tablet [Report]

Google Inc is gearing up to launch a new version of its Nexus 7 tablet and the global company is aiming to ship as many as eight million of them in the second half of the year, according to Reuters.

The new version of the tablet is scheduled to arrive in the market by July.

The new Android tablet will be not just thinner than the previous one but will have higher-resolution display and will be powered by Qualcomm processor.

The new version of the tablet will also be manufactured by the Asus.

Reuters reported citing two reliable sources that the global company has yet to fix the price for the new version of the tablet.

Google is yet to make a public press release regarding the launch of the new version of its Nexus 7 tablet. However, sources told the news agency that the company might sell the new gadget for the same prize of its first generation that was launched last June: $199. With the arrival of the new model, the old model might be sold at a discounted price.

Aberrantly targeting to replicate its Smartphone success which was overtaken by iPad and Kindle, Google Inc introduced its first tablet last June.

The ruling company Apple is also speculated to launch new iPads this year.

Speaking to the Reuters, Fubon Security Analyst Arthur Liao said Google needs to focus on mobile devices sell as the Internet search giant gets 97% of its revenue from advertisement.

"This is the 'zero margin strategy'," said Arthur Liao. "Ninety-seven percent of Google's revenue comes from advertisement, so it needs to sell more mobile devices in order to reach more consumers."?

Samsung woos less affluent phone users to beat seasonal gloom

SEOUL (Reuters) - Samsung Electronics Co Ltd, the iPhone's main adversary, is expected to post a 46 percent jump in first-quarter earnings as sales of mid-tier smartphones helped tide the South Korean giant over the off-peak season.

Samsung, due to release its January-March earnings guidance early on Friday, likely increased its quarterly operating profit to 8.3 trillion won ($7.5 billion), a survey of 42 analysts by Thomson Reuters I/B/E/S showed. That would be 6 percent less than the record 8.84 trillion won earned in October-December.

The Galaxy S and Note series have fuelled Samsung's record-breaking earnings growth and made it the No.2 player in the global premium smartphone segment after Apple Inc. But as the high-end market swarms with new offerings, Samsung is turning to less affluent customers in emerging markets, offering cheaper models such as the Rex and Galaxy Pop, analysts said.

"Increasing sales of mid-tier products on top of the usual solid sales of its flagship models of the Galaxy S and Note probably helped Samsung fare better than its peers," said Lee Sun-tae, an analyst at NH Investment & Securities.

"The first quarter will be the bottom of its earnings cycle for this year, and things will only get better from here as it rolls out new mobile products."

Samsung capitalised on its 30-plus smartphone models that cover nearly all price points to boost shipments to a record in the first quarter while the post-year end holiday season dulled sales at Apple, analysts said.

The South Korean firm likely shipped 68-70 million smartphones, up from 63 million in the December quarter, according to five analysts.

By comparison, Apple's iPhone shipments likely slumped some 30 percent to the 30 million range from 47.8 million in the previous quarter, they said.

Shares in Samsung, worth around $220 billion, fell 3 percent over the past three months, exceeding a 2 percent drop in the wider market. Apple lost 19 percent in the same period.

END OF RECORD QUARTERS

The 8.3 trillion won estimated operating profit for January-March will mark the end of five record quarters.

But analysts said Samsung will likely mint a fresh all-time high of 9.7 trillion won in the current quarter as the Galaxy S IV hits the market later this month.

Of the 42 analysts surveyed by Thomson Reuters I/B/E/S, four predicted Samsung might surprise with a record first-quarter profit of up to 9.0 trillion won after the firm slashed spending on marketing from 12.8 trillion won in the fourth quarter.

Samsung's mobile devices division alone is estimated to have earned 5.8-6.4 trillion won in the first quarter, eclipsing the entire 5.7 trillion won that Samsung earned in the year-earlier period from all its businesses.

JPMorgan, the most bullish, estimates Samsung will report a 6.7 trillion won profit from the mobile division alone.

Samsung, which gets 70 percent of its overall profit from its mobile devices business, is due to release its final first-quarter earnings results by April 26.

Soaring smartphone sales are increasingly becoming a major pillar just when parts supplies to Apple slow.

Lee at NH Investment & Securities estimates that Samsung's microchip production rate fell to 80 percent of capacity due to reduced orders from Apple as its biggest mobile processing chip client struggles with weak sales of iPad tablets.

"Reduced microchip sales to Apple is a major drag for its chip business, although recovery in computer memory chip prices eased the Apple impact on the overall bottom line," said Seo Won-seok, an analyst at Korea Investment & Securities, slashing the first-quarter earnings forecast for Samsung's chip business by 11 percent.

Samsung pushed back construction of a new chip plant late last year, and said it would keep this year's investment flexible as Apple diversifies away from Samsung in component purchases.

Kurdish party denies Ocalan asked PKK rebels to leave unarmed

ISTANBUL (Reuters) - Turkey's main pro-Kurdish political party denied on Thursday media reports that jailed Kurdish militant leader Abdullah Ocalan had told his fighters to leave the country without their weapons under a peace plan.

A weapons-free withdrawal by Ocalan's Kurdistan Workers Party (PKK), as sought by the government, would be seen as a significant step towards ending a conflict which has dragged on for three decades and killed more than 40,000 people.

The Yeni Safak daily, which is close to the government, said Ocalan had given the withdrawal message on Wednesday to a delegation from the pro-Kurdish Peace and Democracy Party (BDP) which visited him in his island prison, south of Istanbul.

BDP co-leader Selahattin Demirtas, who was one of the delegates, said Ocalan had prepared a letter on the subject but had not delivered any message on Wednesday.

"First of all I want to state clearly that Mr. Ocalan did not pass on a clear message regarding the withdrawal during our visit yesterday, nor did he give us a letter," Demirtas told Kurdish television channel Nuce TV in a telephone interview.

"However, he told us he had written a letter on this subject and that it would reach us in one or two days. We expect to receive this letter today or tomorrow. He said the details were in this letter," Demirtas said.

It was not clear whether the letter would be addressed to the PKK or others, but Demirtas said a reply was expected to be sent to Imrali within a week. He said developments on the withdrawal were expected to become clear next week.

Only Ocalan and a few Turkish officials have direct knowledge of the peace process and details until now have only filtered out through media close to the government.

The PKK declared a ceasefire with Turkey last month in response to an order from Ocalan after months of talks with Ankara to halt a conflict that began in 1984.

The group has demanded legal protection to prevent military attacks on its fighters during their planned departure to northern Iraq, a condition rejected by the government.

Hundreds of PKK militants are estimated to have been killed in clashes with security forces during a previous withdrawal in 1999 after Ocalan's capture and conviction for treason.

Prime Minister Tayyip Erdogan has said he guarantees there will be no repeat of such fighting. But he opposes legislation, saying the rebels should disarm before heading for Iraq to remove the risk of firefights with Turkish forces.

NO BLOODSHED

Ocalan's supporters have gathered to celebrate his April 4 birthday in southeast Sanliurfa province, where he was born. In a message read out there on Wednesday evening, he appealed for their support for the process, saying he had fulfilled his role.

"I am calling on everyone who says 'I am honorable', whether rich, poor, male, female, young or old, to conform with and develop this (peace) process," he said in a message read out to the crowd in the district of Halfeti.

His supporters set off fireworks and chanted "Long live the leader Apo (Ocalan)" as the message was read out, the Kurdish Firat news agency reported.

"I hope that not a drop of blood will be shed as this process develops. Nobody should harm another. Everyone should participate in this process with love," he said.

Later on Thursday, Erdogan will meet the members of a new 63-strong "wise people commission", made up of academics, journalists and performing artists, established by the government to promote the process nationwide.

A deputy from Erdogan's ruling AK Party presented on Wednesday a proposal to form a parliamentary commission to assess the peace process. The withdrawal will be monitored by Turkish intelligence and the Kurdistan regional government.

The PKK, designated a terrorist group by Turkey, the United States and European Union, launched its insurgency with the aim of carving out an independent state in mainly Kurdish southeast Turkey, but later moderated its goal to autonomy.

Pro-Kurdish politicians are focused on expanding minority rights and stronger local government for the Kurds, who make up about 20 percent of Turkey's population of 75 million people.

Apr. 3, 2013 ? Cancer painfully ends more than 500,000 lives in the United States each year, according to the Centers for Disease Control and Prevention. The scientific crusade against cancer recently achieved a victory under the leadership of University of Missouri Curators' Professor M. Frederick Hawthorne. Hawthorne's team has developed a new form of radiation therapy that successfully put cancer into remission in mice. This innovative treatment produced none of the harmful side-effects of conventional chemo and radiation cancer therapies.

Clinical trials in humans could begin soon after Hawthorne secures funding.

"Since the 1930s, scientists have sought success with a cancer treatment known as boron neutron capture therapy (BNCT)," said Hawthorne, a recent winner of the National Medal of Science awarded by President Obama in the White House. "Our team at MU's International Institute of Nano and Molecular Medicine finally found the way to make BNCT work by taking advantage of a cancer cell's biology with nanochemistry."

Cancer cells grow faster than normal cells and in the process absorb more materials than normal cells. Hawthorne's team took advantage of that fact by getting cancer cells to take in and store a boron chemical designed by Hawthorne. When those boron-infused cancer cells were exposed to neutrons, a subatomic particle, the boron atom shattered and selectively tore apart the cancer cells, sparing neighboring healthy cells.

The physical properties of boron made Hawthorne's technique possible. A particular form of boron will split when it captures a neutron and release lithium, helium and energy. Like pool balls careening around a billiards table, the helium and lithium atoms penetrate the cancer cell and destroy it from the inside without harming the surrounding tissues.

"A wide variety of cancers can be attacked with our BNCT technique," Hawthorne said. "The technique worked excellently in mice. We are ready to move on to trials in larger animals, then people. However, before we can start treating humans, we will need to build suitable equipment and facilities. When it is built, MU will have the first radiation therapy of this kind in the world."
